The consultation runs for seven weeks, from Monday 7 September to Monday 26 October 2026.

NOTE: National Planning Policy Framework (NPPF) August 2026 – Implications for the Castle Plus Neighbourhood Plan
A new NPPF was issued on 17th August 2026, after the Castle Plus Neighbourhood Plan Regulation 14 Pre-submission draft had been approved for consultation. We are aware that the new NPPF must be considered and will address any outstanding matters in the next version of the Plan - the Submission Castle Plus Neighbourhood Plan.
There have been some changes in the NPPF from the consultation draft published in December 2025.
The overarching plan-making policy concerning neighbourhood plans (Policy PM5) has changed slightly from the consultation draft (a change providing clarity), with revised wording stating, "Neighbourhood plans should not promote less development than provided for in other parts of the development plan for the area.”
A change regarding the examination of neighbourhood plans (Policy PM17) says that neighbourhood plans should have regard to national policies and advice. Rather than having to strictly accord with all policies in the NPPF, the new NPPF says neighbourhood plans should not include policies which duplicate, substantively reinstate or be inconsistent with the content of national policies for decision making (which are contained in section 3. of the NPPF).
The Castle Plus Neighbourhood Plan contains locally specific policies in line with the new NPPF.
