What is the Castle Plus Neighbourhood Plan?
The Castle Plus Neighbourhood Plan (CPNP) is a planning document – created by the community, for the community. A strong plan gives local people a powerful say in positively shaping the Castle Plus area of Hertford, for the future. Once adopted, the CPNP will become part of the Local Development Framework used to determine the outcome of new planning applications. The plan will influence development so it is sustainable for Hertford and of benefit to us all.
An imaginative, aspirational neighbourhood plan will:

Protect the places and green spaces we care about

Make sure change benefits the town and other areas

Identify necessary infrastructure requirements

Developing the Draft Plan
The draft Castle Plus Neighbourhood Plan is almost ready.
Over the past 18 months, a group of local residents, businesses and community representatives, supported by Hertford Town Council, has been working together to prepare a Neighbourhood Plan for the Castle Plus area of Hertford. The draft Plan has been shaped by the ideas and feedback already shared by local people.
The Plan sets out a shared vision for the future and includes planning policies to help guide future development while protecting the places, green spaces, unique heritage and local character that matter most to our community.
Coming Up – Public Consultation
From Monday 7th September to Monday 19th October 2026, you'll have the opportunity to read the draft Neighbourhood Plan and tell us what you think.
During the six-week consultation you'll be able to:

Read the draft Plan online and at local venues in Hertford.

Meet members of the Community Steering Group at pop-up events.

Submit your comments online or in person.

Where is the Castle Plus area?
Castle Plus covers the southern part of Hertford, taking in the town centre, part of Mead Lane and Hertford East Station. Castle Plus extends out to Hertingfordbury village, Foxholes Farm, Balls Park, Mandeville Road, Horns Mill, Sele Road and County Hospital area. Three other Neighbourhood Plans cover the rest of Hertford and have already been adopted. Castle Plus is the final part of Hertford to prepare a Neighbourhood Plan, following on from Sele, Bengeo and Kingsmead. The process should take between 18 months and 2 years.
